  2. Either the U.S. government is bad at war, or declaring war was the wrong thing to do. Here’s a paraphrase of a quote for you:
    “When all you have is a hammer, everything starts to look like a nail.”

    Or: “When all you have is the world’s biggest military budget, everything starts to look like a war.”
